HEIC decoding notice / HEIC 解码声明

UpscaleKit uses heic-to 1.6.7 by Hopper Gee, under LGPL-3.0-or-later.
The library uses libheif for local browser decoding. It is not an UpscaleKit model.
No library changes were made. The decoder is loaded only for HEIC input.
Modification and reverse engineering of the library for debugging such modifications are permitted under its license.
